First step is to look and see if anyone else has made one... So I found a freebie interior. Alot of times, it's provided as is, with terrible lighting and maybe textures. So sometimes i'm not looking to re-invent the wheel, and taking on a freebie means playing for a few hours instead of days of creating everything from scratch. Specially if i have a fun idea i just want to block out.
Then after stripping out the lighting, and helping some of the surfaces out I block out a camera angle, and actor positions, and hammer out a "story" for the image. A 3d program that is good helps, and the limits will influence the final image. However, Its the artist, who understands lighting, and surfacing, and composition that will make an image great. Thats why every 3d artist benefits from drawing classes that discuss such things.
